How to receive Unemployment benefits of Japan ? (2020)

What is Unemployment Benefits (=Unemployment Insurance) ?

Let’s assume you were working in a company in Japan. However due to economic situation, you lost your job.

In that case Unemployment Benefits (失業手当、失業保険、失業給付 =Unemployment Insurance) may help you to sustain your life in Japan.

The amount of Unemployment Benefits (=Unemployment Insurance) received by you is different from the reason of separation from work, the insured period, your age, the amount of salary.

So I would like to explain estimated amount of Unemployment Benefits(=Unemployment Insurance), the period of reception etc.

Who can receive Unemployment Insurance ?

If you were a full time employee in a company for 6 months and you were insured for 6 months and unfortunately you were dismissed, you may be able to receive Unemployment benefits (=Unemployment Insurance).

If you were a full time employee in a company for 12 months and you were insured for 12 months and you have resigned from your job with your request, you may be able to receive Unemployment benefits.

From when can you receive Unemployment Benefits ?

In the case you have lost your job consequent on layoff (without your request), after one week from the date of application for payment of Unemployment Benefits (=Unemployment Insurance) to government, you are deemed as a jobless person.

And you can receive Unemployment Benefits according to insured period.

On the other hand, if you have lost your job according to your request, you can not receive Unemployment Benefits within 3 months.

You need to wait for 3 months until you can receive Unemployment benefits.

Step 1  You need to receive separation certificate (離職証明書) and separation notice(離職票)that certify you have lost your job.

At first your employer needs to prepare separation certificate (Rishokushomeisho=離職証明書) and you will inspect the content and write your signature to clarify your recognition.

This 離職証明書 clarifies reason of your separation, the amount of your salary etc.

 

Then your employer needs to submit it to Public employment security office Named “Hello Work =Shokugyo Anteisho” within ten days.

After that Hello work will provide unemployment insurance insured person Separation notice (雇用保険被保険者離職票).

In order to receive Unemployment Benefits, this certificate is necessary.

Step 2

You can visit Hello Work to apply for Unemployment Benefits

Once you have received Separation notice (Rishokuhyo), you can visit Hello work.

You can also bring My number card, bank book, seal etc.

Step 3

You need to participate in seminar that explains Unemployment Benefits and receive some certificates (Unemployment Benefits qualification certificate and certificate of confirmation of unemployment. Assumed that on 26th May 2020)

Step 4

You need to visit Hello Work and report situation of your job hunting activity. Because Unemployment Benefits is paid to a person who is trying to find a job.

So you need to visit Hello Work every 4 weeks ( designated time and date by Hello work ) and receive confirmation of unemployment.

Step 5

About one week after 26th May 2020, you will receive Unemployment Benefits to your bank account.

Even if you have lost your job due to employer’s reason, it will take about one month until you can receive Unemployment Benefits.

So you can ask your employer to provide Separation notice as early as possible.

How much Unemployment Benefits can you receive ?

Basic Unemployment Benefits

The amount of basic Unemployment Benefits differs depending on insured period, your age, the amount of salary of past 6 months.

If you are 30 years old, you can receive at most about 6700 yen per  day.

If you are 50 years old, you can receive at most about 8200 yen per  day.

If you are 33 years old and insured period is less than one year, you can receive Unemployment Benefits for 90 days.

If you are 33 years old and insured period is more than one year and less than 5 years, you can receive Unemployment Benefits for 120 days.

On the other hand, if you have lost your job according to your decision and insured period is less than one year, you can not receive Unemployment Benefits.

Wrongful receipt of Unemployment Benefits

Here I would like to explain ilegal receipt of Unemployment Benefits.

Let’s assume that you lost your job though, you have already found a new job. So you are not eligible for receiving Unemployment Benefits. However you have continued to receive Unemployment Benefits.

Or during you are receiving Unemployment Benefits, you have been preparing starting your own business and not looking for a new employer.

Or you have become a pregnant and you do not have an intention to look for a new job.

In these situations, if you have received Unemployment Benefits after such a situation, it is illegal and need to pay penalty.

If you have received Unemployment Benefits of 1 million yen illegally, you need to reimburse 3 million yen to the government of Japan.

Employment promotion benefits

When you have found your next job during receiving period of Unemployment Benefits, you can not receive Unemployment Benefits after that.

However according to situation, you can receive Employment promotion benefits.

Otherwise, some persons will not try to find a new job soon after separation from their work to receive full amount of Unemployment benefits.

Let’s assume you have qualification to receive Unemployment Benefits for 90 days and full amount of Unemployment Benefits is 720,000 yen.

(8000 yen × 90 days = 720,000 yen)

However, fortunately you have found a new job within 20 days from commencement of receipt of Unemployment Benefits.

In that case you can receive Employment promotion benefits of 392000 yen.

(90 days – 20 days = 70 days. 8000 yen × 70 days × 70% = 392000 yen)

Education, Training benefits

If you have been insured for one year (or 3 years) or more and satisfy some requirements and participate in school, lesson designated by the government of Japan, you can receive Education, Training benefits.

For instance, after you have lost your job, you have entered IT school and the school is designated by government.

When you enter the school, you will pay some admission fee.

In this case you can receive at most 100,000 yen or 400,000 yen from the government.

In this way you can reduce cost to learn new skill.

Reduction of national health insurance

In the case you have lost your job according to layoff, you may be able to reduce amount of national health insurance premium.

So after you have lost your job, you can consult with a person of city office.

Who can be enrolled in Employment Insurance ?

In the case a person has hired an employee, he needs to enroll his employee in Employment Insurance basically.

In the case you are employee and have lost your job, you need to keep source of income. In that case, Employment Insurance is available for you.

During you are looking for next job, you can receive money from the government of Japan.

Like this Employment Insurance is important benefits for workers. So every employer needs to enroll his employees in Employment Insurance.

Requirements to join Employment Insurance

1) You are going to work for 31 days or more.

As far as it is not clear that you will not work for more than 31 days, you can satisfy this requirement.

So if employment contract paper stipulates employment duration is less than 31 days, you can not join Employment Insurance basically.

2) Stipulated working hour is 20 hours or more per a week.

If your employment contract paper says “you will work for 18 hours per a week”, but actually you have worked for more than 20 hours per a week, you can not fulfill this requirement.
Because your stipulated working hour is 18 hours.

3) You are not a student.

But if you are student of correspondence school, you can join Employment Insurance.

If you are working only in specific season, you can also join a kind of Employment Insurance.

And if you are a day laborer, you can also join a kind of Employment Insurance as far as you can satisfy several requirements.
