Recently, a Japanese Certified Administrative Procedures Legal Specialist = immigration lawyer(=gyouseishoshi= 行政書士) was arrested for violation of Solicitor Law.
Because, he has handled with setting up company in Japan. In Japan, only attorney(Bengoshi, lawyer= 弁護士＝べんごし) and Judicial Scrivener (=司法書士 = しほうしょし) can handle with setting up company in Japan.
But actually some gyouseishoshi handle with setting up company in Japan. Moreover some tax accountants also handle with this procedure illegally.
In Japan, there are 3 legal specialists who are qualified by Japanese Government. These are Attorney ( Bengoshi ), Judicial Scrivener(Shihoushosi), Gyouseishoshi . When we set up company, we register information of company in legal affairs bureau. As for registration process, attorney and Judicial Scrivener can make application.
Jurisdiction of setting up company is legal affairs bureau. If personnel of this organization know that the application of setting up company is doned by Gyouseishosi lawyer, they will report to police department.
When you search for “incorporation in Japan” in yahoo or Google, you will find Gyouseishoshi who handle with incorporation.
But, that is illegal.
And Gyouseishoshi can not engage in business of naturalization.
Because, jurisdiction of naturalization is legal affairs bureau.
So, They can not make documents submitted to legal affairs bureau(法務局=ほうむきょく).
When you are interested in naturalization, please contact Judicial scrivener.
Of course, Gyouseishoshi can not engage in business of real estate registration (不動産登記 = ふどうさんとうき).
Because, jurisdiction of real estate registration is also legal affairs bureau.

Certified Administrative Procedures Legal Specialist Act (Law of Gyousei Shoshi= 行政書士法)
Article 1-2 (1) A Certified Administrative Procedures Legal Specialist is a person, at the request of other persons and obtaining remuneration from them, who is engaged in the business of preparing a document to be submitted to a public agency relating to rights, duties or the certification of facts.
(2) A Certified Administrative Procedures Legal Specialist (Gyousei Shoshi) cannot, notwithstanding the preparation of a document set forth in the preceding paragraph, conduct this business if restricted from doing so by any other Act.
